Where can I change collector letter permissions?

Main Menu> System Administration> User Setup> enter your password> Find the user you want to modify> expand Miscellaneous> expand Letter Permissions

Here you can add or remove privileges to beyond letters for this specific user. If you try to uncheck a box and it doesn't change, the permission is likely set on the role or roles assigned to the user. 

In order to manage permissions for letters 000 through 999, you will need to access the 'Collector Letters' Menu:

Main Menu> System Administration> Maintain Collectors> Set-up Collectors> Select the collector from the drop down menu> click the Collector Letters tab

Here, you can add or remove access to letters 000-999 as well as remove beyond letters
